Perhaps one of the biggest testing changes under HB 3 that will go into effect in 2011-12 (to coincide with the new requirements for students to pass end-of-course exams in order to graduate) is that the TAKS tests in grades 3-8 will be replaced with another state assessment, called STAAR - State of Texas Assessments of Academic Readiness. 

STAAR will reflect the incorporation of college readiness standards and a higher "top" on the test.  The math/English/reading tests for grades 3-8 will be developed in such a way that they will all be benchmarked down from Algebra II and ELA III, which students must pass in order to graduate. 

TEA is required to develop state tests, to the extent practicable, so that they measure enough of a range of performance that they will serve as a valid indication of growth in student achievement.
